After months of planning and consultations, the Cebu Provincial Youth Development Council (CPYDC) has approved the Provincial Youth Development Plan (PYDP), establishing a framework for programs and initiatives addressing the needs and priorities of young people across the province.
The PYDP was approved during the councilβs session on Friday, August 14.
The policy framework will serve as a guide for the Cebu Provincial Government in developing and coordinating programs designed to provide young Cebuanos with greater opportunities for participation, development and empowerment.
Collaborative planning process
The session was led by CPYDC Chairman, PPSK President and Board Member Loren Singco, with CPYDO-designated Youth Focal Mikee Empaces.
Their leadership helped guide the council through the formulation and deliberation of the youth development plan.
The PYDP was developed through a collaborative and interagency process involving government agencies, youth organizations and other stakeholders.
Among the institutional partners and national and regional agencies involved were:
- Department of the Interior and Local Government
- National Youth Commission
- Department of Labor and Employment
- Department of Education
- Department of Environment and Natural Resources
- Philippine National Police
- Provincial Disaster Risk Reduction and Management Office
The planning process also included the League of Local Youth Development Officers, Cebu provincial departments, civil society organizations, regional youth organizations, subject-matter experts, sector leaders and other stakeholders.
Their participation provided technical expertise and insights during consultations on the concerns and priorities of Cebuβs youth.
Framework for future youth programs
With the approval of the PYDP, the provincial government now has a framework for coordinating youth-related programs and initiatives across Cebu.
The plan is intended to help ensure that provincial efforts are aligned with the needs identified during the consultation process while encouraging greater youth participation in development initiatives.
The council said the PYDP will guide future programs and activities for young people throughout the province.
Its adoption also reinforces the Cebu Provincial Governmentβs continuing efforts to create opportunities for young Cebuanos and strengthen their participation in community and provincial development.
The plan brings together the priorities identified by various youth sectors and partner organizations into a coordinated framework that can guide the provinceβs youth development efforts moving forward.
