The Cebu Provincial Board (PB) has adopted the Province of Cebu’s Public Financial Management Improvement Plan (PFMIP) for 2026–2028, strengthening the provincial government’s commitment to transparency, accountability, and efficient public service delivery.
During its regular session on August 2, the PB approved a resolution authored by Board Member Celestino A. Martinez III, adopting the PFMIP along with the province’s Public Financial Management Assessment Report.
The adoption was made in compliance with Department of Budget and Management (DBM) Regional Advisory No. 2026-9, which directs local government units to align their financial management reforms with the National Government’s Public Financial Management Reforms Roadmap for 2024–2028.
The national roadmap aims to promote fiscal discipline, improve accountability, and ensure more effective use of government resources in delivering services to the public.
Prior to the PB action, Cebu Governor Pamela Baricuatro issued Executive Order No. 25, Series of 2026, creating the Provincial Public Financial Management Team tasked with assessing and improving the province’s financial systems.
The team conducted an evaluation of key areas, including budgeting, accounting, revenue generation, auditing, procurement, and public reporting.
The assessment identified the province’s strengths, areas for improvement, and priority reforms that served as the foundation for the three-year PFMIP.
The resolution also recognized Gov. Baricuatro’s request for the Sangguniang Panlalawigan to adopt the improvement plan and assessment report in support of the national government’s public financial management reform initiatives.
The PFMIP outlines strategic interventions, action plans, implementation timelines, responsible offices, and performance indicators designed to strengthen fiscal governance and institutionalize better financial management practices throughout the province.
Through the adoption of the plan, the Cebu Provincial Government aims to promote more transparent processes, responsible resource management, and improved delivery of programs and services for Cebuanos.
